In July 2023, Governor Hochul introduced Executive Order 30, unveiling the Pro-Housing Community Program aimed at addressing New York's housing crisis head-on. This innovative initiative offers preferential treatment to local governments committed to fostering housing growth, providing them access to vital funding programs such as the Downtown Revitalization Initiative (DRI) and NY Forward. To attain certification, municipalities must demonstrate housing growth through permit approvals or by passing a Pro-Housing Resolution. Once certified, they gain priority consideration for funding, subject to annual recertification and data updates to maintain eligibility.

In the town of Poughkeepsie, the Town Board's narrow 4-3 vote in favor of passing their pro-housing resolution signifies a pivotal step towards potential acceptance into the Pro-Housing Community program. Prior to the vote, residents voiced both support and opposition to the program, reflecting the diverse perspectives within the community.

Several notable municipalities in Dutchess County, including the City of Beacon, Town of Hyde Park, Town of Pine Plains, City of Poughkeepsie, Town of Red Hook, and Village of Red Hook, have already signaled their intent by submitting letters of intent for participation in the program.

Amidst skyrocketing rents and housing prices driven by unprecedented local demand, many residents are grappling with rent or mortgage stress, defined as when housing costs exceed 30% of gross income before taxes or deductions. It has become increasingly evident that to foster a community where teachers, police officers, college graduates, and seniors can afford to reside, increased housing development is imperative. While housing development has seen an uptick in the past five years, rents continue to outpace average incomes in the Town of Poughkeepsie. The NY Pro Housing Community Program holds promise in channeling essential funds to make these developments more attainable for all residents, addressing the pressing need for affordable housing in the region.
