THE DIGEST
Momentum is building to reimagine the long-vacant former Kmart and Dutchess Plaza site along Route 44. After securing a $252,000 state Brownfield Opportunity Area grant in early 2025, the Town of Poughkeepsie has launched a volunteer steering committee to guide a community-driven vision for the 144-acre area, which includes portions of a former landfill and Casper Creek headwaters.

The multi-year planning process could unlock future state designation, grants, and tax credits to support cleanup and redevelopment, with public meetings and surveys expected as the vision takes shape.

Every few winters, lucky Hudson Valley residents spot a snowy owl far from its Arctic home, sometimes even along the river or near places like the Newburgh-Beacon Ferry. These dramatic southward movements, known as “irruptions,” aren’t caused by starvation, but by abundance. When lemming populations boom in the Arctic, snowy owls raise more chicks. Those young, first-year birds often migrate south in search of territory during winter.
Experts say most snowy owls seen here are inexperienced juveniles navigating a landscape filled with cars, planes, and people, dangers they never encounter on the tundra. While it’s thrilling to see one, birders are urged to keep their distance, avoid flushing them during daylight hours, and observe from inside a vehicle if possible. Snowy owls are rare visitors to the Hudson Valley, typically appearing only every few years, so if you spot one, consider it a gift, and give it space.
