Dutchess County Selected for State Child Care Expansion Pilot

Left to right: State Senator Michelle Hinchey, State Assemblymember Didi Barrett, Dutchess County Executive Sue Serino, and Governor Kathy Hochul.
Governor Kathy Hochul announced a new child care expansion pilot that will include Dutchess County, as part of the state’s broader push toward universal child care. The pilot will invest $20 million to expand child care options for children ages 0–3, building on existing local programs and aiming to make child care more affordable and accessible for working families.
What to know
The pilot focuses on children ages 0–3, where child care shortages are most severe.
Each participating county, including Dutchess, will receive $20 million in state funding, with counties contributing additional local funds.
The program is expected to support up to 1,000 child care seats per county, with the first slots coming online in 2027.
Because demand is high, not all families will be able to participate right away, and access may depend on availability and program criteria as the pilot rolls out.
Why it matters
Child care costs are a major barrier to work for many families in Dutchess County, particularly for parents of infants and toddlers.
Expanding child care capacity can help parents stay in the workforce, support local employers, and strengthen the regional economy.
Early childhood access is closely linked to long-term educational and health outcomes, making investments at ages 0–3 especially impactful.
While the pilot won’t meet all demand, it represents a significant step toward broader access and could inform future statewide expansion.
